With 20 years experience in planning, Mary spent her formative years working for different planning authorities throughout Ireland. In 2002 she left the public sector and became Associate Director of an international transport and planning consultancy before establishing HRAPlanning in 2005 with Gary Rowan.
Mary provides expert planning services to both public and private sector clients throughout Ireland and was President of the Irish Planning Institute (IPI) between 2014 and January 2016.
Mary’s principal areas of expertise include; Planning policy and formulation of development plans and area framework strategies for local government and semi-state bodies, urban regeneration and Strategic Environmental Assessment (SEA); and planning management of development projects including retail planning (strategy and impact assessment); Environmental Impact Assessment (EIA); property asset appraisal; judicial planning issues and CPO matters.
Mary has also worked with a number of business sectors in promoting and advancing town centre strategies and management and has substantial expertise in the area of waste management, recycling and renewable energy industries.
Mary Hughes was part of the An Bord Pleanála review group who’s findings and recommendations on the Planning Appeals body were published in March 2016 by the Minister for Environment, Community and Local Government. Mary has also sat on the steering group which coordinated the preparation of the Local Authority Renewable Energy Guidelines prepared by SEAI.
During her IPI Presidency, Mary represented the views of the Country’s professional planners on all media platforms including RTE’s ‘Primetime’ and ‘Drivetime’ programmes, and Today FM’s Last Word.
